I did hear back from TOR yesterday. From what I can tell they do help survivors of domestic violence https://blog.torproject.org/blog/ending-domestic-violence-nnedv-and-tor. Mr. Lewman also sent me a link to a grant opportunity that will be posted right after this one.

Nothing in it suggests Tor, nor even that the ring was all that
sophisticated.
Anyway, criminals already have better options than Tor, normal humans
and survivors do not have any equivalent options. Not everyone wants
to be as public as you are with your blog. In fact, many are
desperately seeking a way to go online anonymously to find and offer
help. However, they are petrified of their past catching up to their
current professional lives and restrain themselves from seeking and
offering help. In today's world of facebook, google, and twitter,
many, many people self-censor to avoid any inadvertent public

I wrote him back and copied and pasted lonely watcher's posting on boy chat that clearly mentions his using TOR. And IMO implying that the Russian pedophile ring used TOR as well. I haven't heard back from him. I am sure there are many other software options for pedophiles to use so they can remain anonymous on the internet. I agree with him that people do have the right to be anonymous in this technological age. I just believe that ends when we know that people are using technology to harm children. We have to draw the line somewhere. I am hoping that TOR takes up protecting children just as they have taken up protecting domestic violence survivors. I get angry at stupidity, not people. There is no one on BC I couldn't forgive if they said sorry, no one.
I'm not sure if your last post made me angry.
I get angry at myself a lot, but that's an ignorance thing.
You do worry to much, if anything, people have your back. I know nothing about BC servers - well nothing to worry about.
TOR is safe enough.. provided enough people think so. Obviously, I work on the assumption Melf is benevolent (and lazy about caring sometimes).
It's all a bit sickening, and again, don't martyr yourself. Don't you dare present such waste.
